Need info on Driving licence in KY with a valid out of state license Louisville, KY Desi Indian

Hi

I came to Louisville, KY recently. I want to transfer my driving license to KY. I have valid out of State license(PA state license).

I am on H1B. Do I need to take the written test and driving test even though I have valid PA state license.

Please give me the procedure for obtaining KY license.

any non citizen (people staying in VISA) should go through written test and road test though they have valid out of state licence to get LIcence in KY.
